The U.P.Rajarshi Tandon Open University, Allahabad, was established under Act No. 10/1999 passed by U.P.Legislature and assented to by the Governer of U.P. on March 24,1999. It is named after Bharat Ratna Rajarshi Purusottam Das Tandon ji, an illustrious son of Mother India.The University plans to provide access to higher education for large segments of population and, in particular, disadvantaged groups such as those living in remote and rural areas including working people, homemakers and other adults who wish to upgrade or acquire knowledge through studies. It will also make efforts to promote acquisition of knowledge in a rapidly developing and changing society and continually offer opportunity for upgrading knowledge, training and skills in the context or innovations, research and discovery in all fields of human endeavor.

CEMCA

The Commonwealth of Learning (COL) was established in 1987 by Commonwealth Heads of Government “… to create and widen access to opportunities for learning, making use of the potential offered by distance education and by the application of communication technologies to education.” Hosted by the Government of Canada with headquarters in Burnaby, British Columbia, COL is the world’s only intergovernmental organisation solely concerned with the promotion and development of distance education and open learning. COL helps governments and institutions to expand the scale, efficiency, and quality of learning by using new approaches, appropriate technologies, and open and distance learning (ODL) methodologies. Headquartered in British Columbia, COL promotes innovation and works with international partners to facilitate learning in support of sustainable development. Commonwealth Education Media Centre for Asia is the regional centre of Commonwealth of Learning, based in New Delhi to deliver its programmes in Asia. CEMCA is a diplomatic mission under section 3 of the United Nations (privileges and immunities) Act, 1947 (46 of 1947) vide The Gazette of India, Extraordinary, Part II, Section3, Sub-section (ii) dated 10 February 2000.
